Given the Government's policy on the public disclosure of its information, and to provide public access to Ombudsman Committee decisions in financial consumer dispute cases and, in doing so, further to reduce disputes and facilitate their efficient resolution, the Financial Ombudsman Institution (FOI) has implemented the Ombudsman Decision Research System (the "Research System") with easy and fast query functions. The Research System will increase the predictability of possible dispute resolution outcomes and facilitate the possibility of resolving disputes earlier, and more efficiently, at the complaint or mediation stage. Financial services enterprises (FSEs) can also refer to the Research System to control legal risks more effectively, thus achieving better risk management within their corporate governance framework.

The Research System was officially launched on 1 July 2016 for public access and query. In the initial stage, the range of data available for query covers only ombudsman decisions and case rejection decisions rendered or reviewed by the Ombudsman Committee during the 2012 to 2015 period. However, new data will be added and updated regularly to provide wider coverage. Everyone is welcome to use the Research System, either through the FOI's website , to query FOI ombudsman decisions.
